If I'm rendering at 1280 x 1024, what is the best 'low-quality' resolution to downsize too? That is, what resolutions can I resize too that aren't high-quality (720 p) but won't be distorted when I resize. I believe the aspect ratios need to be the same, but HD is 16:9, so how can they be? Some clarification would be appreciated.

They can't be. You'll always mangle the screen when you change the aspect ratio's. You could just render in 720p (assuming you are doing a game), or cut off parts of the image in the height. Thats as far as I know it.
