that's the error you get in the console when you start the game. I warned someone to fix it, but nothing was done :(. Doesn't interfere though.

you cant be sure, it might as well cause some bug, but i dont think there is a way to know that without fixing it.

Edit: and i think it sometimes shows up after you join a game too

That's also the error you get when trying to exec a config which is too long. As downside, nothing actually gets executed. If this is why it's happening, just weed out the unnecessary commands in your config, or split your config up into parts (/exec video; exec binds)
